Recreational Land for Development of Sporting Activities


Gravesham Borough Council is seeking expressions of interest from suitable organisations for the development of the recreational land at the site formally owned by Kimberly Clark known as Bowater’s/Fleet Leisure at Nelson Road, Gravesend, Kent, DA11 7EE.

The site has for many years been a location for sporting activities, primarily football. The Council is offering a long term lease of up to Fifty (50) Years plus an option to extend for a further Fifty Years to organisations or consortia of organisations to invest, develop and manage the facilities. The development must be sports based and include football related activities as well as other complementary activities and facilities.

The Council is required to advertise this opportunity in line with the public contracts regulations 2015 and therefore the Council will undertake a formal tender process, which will be a two stage process of selection and subsequent tender process. Interested parties are required in the first instance to apply for a Selection Questionnaire which will include the Council’s Prospectus including the outline Heads of Terms.

Registration is free and will ensure that you are able to see all published requirements by Gravesham Borough Council. Please note that for auditing purposes all communications are made via the Kent Business Portal’s (ProContract) - discussions option once the tender is published.

The closing date for receipt of completed questionnaire is 30 October 2017

The tender will be for the whole site and the lease will be on a full repairing basis. The Council will not be providing any revenue or capital funding so the proposals received must be fully funded.
